On 29 September 2020, Interfax-Ukraine held a press conference on the lack of executive influence on the personnel policy in the aviation industry. The purpose of the press conference was to protect the interests of the state-operated company and its CEO. Salkom’s senior partner Valerii Lukomskyi and Ihor Misharin, Director of the National Bureau for Investigation of Aviation Incidents and Incidents with Civil Aircraft, were among those who participated in the press-conference.
The participants talked about the crucial importance of the staffing of strategically important enterprises with professional managers for the development of such strategically important industries of Ukraine as aircraft construction. In particular, they discussed the procedure for competitive selection of managers and powers vested in the Cabinet of Ministers to ensure that vacant positions are filled with professional managers.
The current situation at PJSC NTK Electronprylad serves an example of a real competitive selection procedure. When discussing all the facts and legal procedures, the participants arrived at the conclusion that the selection procedure and its results require urgent verification to ensure that a professional manager is appointed to the vacant position and prevent the destruction of the state-operated company. The Cabinet of Ministers of Ukraine has all the powers required to announce a new tendering procedure with the disclosure of documents in the presence of the press.
Ukrainian President Volodymyr Zelenskyy repeatedly stressed the importance of the aircraft industry. A failure to pay attention to such appointments poses a risk to the public security and the country's defence capabilities.
