During martial law, reserving employees is an important mechanism for businesses, allowing them to retain their most valuable staff. The current procedure for reserving military-liable personnel during martial law is regulated by the Resolution of the Cabinet of Ministers of Ukraine from January 27, 2023, №76 "Some issues of implementing the provisions of the Law of Ukraine 'On Mobilization Preparation and Mobilization' regarding the reservation of military-liable personnel during the mobilization period and wartime."
The practice of applying this resolution has revealed a significant number of problems that require improvement. Currently, the Government is discussing several models for reserving employees, one of which may soon replace the existing procedure. The discussions include not only revising the reservation criteria, in particular, the need to consider the amount of taxes paid per employee but also speeding up the reservation procedure and its digitalization through the interaction of state registries. Such an approach would allow for the automation of the reservation process, significantly simplifying the operation for businesses and relieving the workload on military registration and enlistment offices.
