Salkom has represented the Client in the ProZorro procurement case

The Salkom Law Firm won a case at the Antimonopoly Committee of Ukraine for its client, Euromedia Company LLC, on the appeal against the procurement procedure in the ProZorro system.

The client submitted a bid for a contract to provide information and advertising services to NJSC Naftogaz of Ukraine. Following the auction, the bid was declared the lowest, and the company met all the applicable requirements, so NJSC Naftogaz of Ukraine decided to enter into a contract with Euromedia Company. However, this decision was subsequently recalled, and other bidder was awarded the contract. Since there were legal grounds for appealing against such decision, a complaint was filed with the Antimonopoly Committee of Ukraine.

On 14 November 2016, during a meeting of the Public Procurement Compliance Committee, it was proven that NJSC Naftogaz of Ukraine had acted contrary to legal requirements when its initial decision to award the contract to Euromedia Company was annulled. Therefore, Naftogaz of Ukraine was compelled to set aside its decision to reject the bid made by Euromedia Company and all its subsequent decisions.
