Ph.D (law). Admitted to the Ukrainian Bar. A member of the International Bar Association (IBA). He has been practising law since 1977. Mr Lukomskyy is one of the founders of the Salkom Law Firm.
Education: Law School of Kiev National Taras Shevchenko University (1977).
Main areas of practice: criminal law and procedure, administrative justice, intellectual property; telecommunications; corporate law, tax and finance law.
He has extensive experience in providing legal advice and assistance to national and trans-national energy companies in Ukraine and in dealing with matters relative to acquisition, use and alienation of various categories of land.
Mr Likomskyy advises on criminal law, acts for clients in law-enforcement agencies, and defends clients in criminal trials. The main areas of specialisation in criminal law: criminal fraud, misappropriation of property, white-collar crime.
Mr Lukomskyy has extensive experience in acting for both companies and private persons in proceedings to appeal against unlawful acts of state officers and government agencies, including immigration, tax, law enforcement and regulatory agencies and departments.
Working in key positions at the public prosecutor’s office and other state departments makes a significant part of Mr Lukoskyy’s professional carrier.
He also provides advice on financial transactions and focuses on tax optimisation as well as acts for clients in insolvency and restructuring procedures.
He speaks Russian and Ukrainian.
